All three districts are A-rated, so the grade is not what should decide your move. What should decide it: which district holds Purple Star at district level, which one gives military families automatic selection in the magnet lottery, and which one has no district liaison at all.

Get this straight before you look at a single listing, because it drives the entire house search. Florida school districts follow county lines exactly. There is no separate city system and no independent district inside a county.

Escambia County — Pensacola, Warrington, Navy Point, West Pensacola, Bellview, Myrtle Grove, East Hill, Cordova Park, Ferry Pass, Cantonment, Beulah, Perdido Key. Serves NAS Pensacola, Corry Station and Saufley Field.
Santa Rosa County — Gulf Breeze, Navarre, Pace, Milton, Tiger Point. Serves NAS Whiting Field.
Okaloosa County — Fort Walton Beach, Mary Esther, Niceville, Valparaiso, Destin, Crestview. Serves Hurlburt Field, Eglin AFB and Duke Field.

Which means the school question and the house question are the same question. Decide the district first. Then look at houses.

All three are A-rated. That is not the useful comparison.

Escambia, Santa Rosa and Okaloosa all earned an A in the Florida Department of Education school grades released July 1, 2026. Escambia improved from a B.

So the headline grade tells you almost nothing about which one to choose. The distinction that actually matters to a military family is Purple Star — Florida's designation for schools and districts that commit to specific supports for military-connected students: a trained staff point of contact, a dedicated page for military families, a student-led transition program, and professional development on what military kids actually go through.

Santa Rosa County District Schools holds Purple Star at the district level for 2024-2027 — one of only five districts in Florida to hold it, alongside Bay, Brevard, Citrus and Okaloosa.
Okaloosa County also holds it at district level.
Escambia holds it school by school — 35 district schools currently recognized across three active cohorts, plus two private schools. Excellent schools among them, but you have to check the specific school rather than assume the district.

The Escambia advantage almost nobody mentions

Escambia runs a controlled open enrollment plan, and buried in it is a provision worth real money to a PCSing family.

Dependent children of active-duty personnel whose move resulted from military orders within the last 12 months are automatically selected — not entered in the lottery, selected — on submission of a copy of official orders, provided the family resides in Escambia County on arrival.

That is the difference between hoping for a seat at a magnet program and having one. Escambia's magnet options include N.B. Cook Elementary, Brown Barge Middle and West Florida High School of Advanced Technology, and civilian families compete hard for those seats.

Two practical notes. First, ask for it by name when you call — it is not something the front desk volunteers. Second, application windows are tight and they differ by level; the best current evidence is roughly January to February for elementary and November to December for secondary, but confirm the current-year dates directly. This provision is the single strongest argument for choosing Escambia over Santa Rosa if a specific program matters to your family. It has no equivalent across the county line.

Santa Rosa: the best district designation, and a gap

Santa Rosa is the district families most often name first, and the Purple Star designation at district level backs that up. Gulf Breeze, Navarre, Pace and Milton schools all sit under it.

But Santa Rosa has no district military liaison. Where Escambia has a named person whose job is military families, Santa Rosa routes you to the installation School Liaison Officer instead. That is not a failure — the SLOs are good — but it means your first call is different, and if you dial the district expecting a military desk you will not find one.

Soundside High School changes south county zones

Soundside High School opened August 10, 2026 at 5706 Gulf Breeze Parkway, drawing from the Navarre and Gulf Breeze attendance zones. Year one is 9th and 10th grades only. The "orange zone" boundary was adopted January 15, 2026 and the school is sized for roughly 1,200 students.

The part that catches families out: students who fall in the Soundside zone may apply to attend Gulf Breeze through school choice, but must provide their own transportation. If you are buying in south Santa Rosa with a high schooler, check which side of that boundary the address falls on before you make an offer. It is new enough that plenty of listing agents have not caught up. Soundside: 850-750-1256.

Okaloosa: strong across the board

Okaloosa is A-rated and holds district-level Purple Star, and it has genuine depth at the high school level. Niceville Senior High ranks among Florida's strongest. Collegiate High School at Northwest Florida State College reports 100 percent college readiness. Choctawhatchee High runs an International Baccalaureate program. Fort Walton Beach High has solid academics and strong athletics, and Crestview High serves a fast-growing north county.

For families at Eglin, Hurlburt or Duke Field, the school-first choice is generally Niceville or Valparaiso, and the value-first choice is Crestview — same A-rated district, noticeably more house.

Your rights under the Interstate Compact

This is the section to read twice, because most families never learn it exists and it is enforceable Florida law: Florida Statute 1000.36, the Interstate Compact on Educational Opportunity for Military Children. It applies to public schools.

Enrollment on unofficial records. A school must enroll your child on the unofficial records you hand-carry. You do not wait for the sending district.
Ten days for official records. The sending district has ten days to forward them.
Thirty days for immunizations. Your child starts school; you have thirty days to complete the requirements.
Course and program placement is initially honored — including gifted and ESL placements from the previous school. The receiving school may evaluate later, but it starts by honoring what your child already had.
Extracurricular tryouts regardless of deadlines. If you arrive after tryouts closed, the school must still make reasonable accommodation.
Kindergarten and first-grade entrance age continues. A child already enrolled elsewhere is not sent back a year over a birthday cutoff.
The sending district issues the diploma if a senior cannot meet the receiving district's new graduation requirements. Nobody loses a diploma over a PCS in the senior year.

If a school pushes back on any of the above, you are not asking for a favor. Cite the statute and ask for the district's Compact point of contact.

Verify the attendance zone for any specific address before you write an offer — not the neighborhood, the address. Zones move, and south Santa Rosa just moved.

Do military families get preference for magnet schools in Escambia County?

Yes. Florida Statute 1000.36, the Interstate Compact on Educational Opportunity for Military Children, requires public schools to enroll your child on the unofficial records you hand-carry. The sending district then has 10 days to forward official records, and you have 30 days to complete immunization requirements. Your child starts school in the meantime.

Can my child enroll before their records arrive from our last school?

Initially, yes. Under the Interstate Compact the receiving school must honor the course and program placement your child had at the sending school, including gifted and ESL placement. The school may evaluate later and adjust, but it has to start by honoring what your child already had rather than making them re-test first.

Will my child keep their gifted or advanced placement after a PCS?

The Compact covers this specifically. If a senior cannot meet the receiving district's graduation requirements, the sending district issues the diploma. Nobody loses a diploma over a set of orders. Raise it with the guidance office as soon as you enroll rather than in the spring.

What happens if we PCS during my child's senior year?

There is not one. Santa Rosa County District Schools has no district-level military liaison and routes military families to installation School Liaison Officers instead.
